Does anyone have idea to disable Samsung Cloud permanently, because it uses my data n wifi a lot even if I haven't logged in to it.

just do not log into Samsung account

Just open the "Samsung Cloud" app, tap on three vertical dots > "Settings", and then disable the "Sync and backup while roaming" option, and you are good to go.
