These features were the part of One UI 6.1.1 , which is not available in Pakistan, but the other region that has received 6.1.1 that update and this update is exactly the same , exactly which z fold 6 was released with
But bro, it doesn't say anywhere that it's only for One UI 6.1.1. It says AI features are updated, but I didn't find any other changes. Maybe I'm wrong, but did you see the August patch?
August patch was released in August and I received on 26th August maybe and this update was supposed to be 6.1.1 which was released with z fold 6 and now given to S24 Series also but in pakistan 6.1.1 was not available so they just didn't change the name but all the features of 6.1.1 are added, like sketch to image and advanced portrait etc

No problem brother it's just for Pakistani's every other country has received 6.1.1 even security patches are delivered in the end of the month whereas like last month August patch was received on 26th August in Pakistan but it was released 1st in Korea and 3rd to other major countries like US and UK
