Soon after restarting,powering up the phone or turning wifi on, do anyone face animation lags and notification lags like a slow device, after sometime it works fine

Yes, this happens with most phones if you try to use immediately after restart as system is busy doing some other startup activities.

Some phones take longer time to start up because they complete all tasks.
Some just start up screen but keep on doing tasks in background.
So it all depends.
