Samsung addedlast month (March Update) a new useful feature which allows user to add aPortrait Effect to photos that wereNOT taken using the Portrait Mode Or Live Focus. This willONLY add Blur and not any other effect that the Portrait Mode adds like Black & White, Colors Highlight, Studio Effect, Etc...
You can now open a Selfie or a regular Photo that shows a face and simply press on the 3 dots on the lower right and select Add Portrait Effect as shown below.
