To assist you further, follow these steps:
1. Settings > Software update > Download and install > Download > Install now.
2. Go to the Settings => select Device Care =>Optimize now.
3. Force restart by pressing “volume down key + power” button until the device reboot. After reboot below action.
4. Settings – Apps - One UI Home – Storage - Clear data.
5.Go to setting => apps => routine => storage => clear cache.
6. Run a diagnosis test via Member app :
Download Samsung member app from Galaxy store then open the app => diagnosis => Phone diagnosis.

Galaxy SLuckily, a new Routines update was released today on galaxy store which solved the issue. "If, Then" action lists were restored, while routines are working properly when triggered.
I'm not sure if the update on galaxy store was a coincidence or as a response to my Error report I created in the members app.
I'm happy to have this solved as it saved from doing a factory reset.
