Recording phone calls in South Africa

Does anyone know why I can't record phone calls in South Africa? I don't see why samsung would take this feature away. 

And if I were to take my phone to another country that has call recording would it then work?

It's possible to have a recording feature on Samsung but the process is not that easy coz you need to download some software on your PC connect your phone and tweak it from there......there's a complete guide on YouTube.
