Thank you for your inquiry regarding Samsung Wallet usage.

Kindly note that Samsung Wallet (Samsung Pay) functionality is region-dependent and is based on the device’s original country version (CSC). In your case, since your Galaxy S21 Ultra is a South Korean version, the service will be aligned with Korea’s region settings.

This is why the system is requesting a Korean SIM card for verification, and as a result, UAE-issued Visa or MasterCard cards cannot be added or used on this device.

To use Samsung Wallet with UAE cards, the device must be a UAE or Gulf region version that supports the service locally.

If you require any further clarification, please feel free to let us know.

I have indian S23 and can add UAE Credit cards to it without any issues. But I have my Indian SIM active along with UAE SIM.

Try to to reset samsung wallet and check. If that doesnt work try phone reset.

The short answer is NO, you generally cannot use UAE-issued cards on a South Korean Samsung device because Samsung Wallet (formerly Samsung Pay) is region-locked based on where the phone was manufactured.
