Even if the phone is unlocked now, its CSC (Country Specific Code) stays tied to its original region or carrier.
If the phone was originally from a different country (e.g., a US carrier model being used in the UAE), it will only look for updates from that specific carrier's servers. If that carrier hasn't released the update or requires a local SIM to "handshake" with the server, your phone won't see it. 2. "Cross-Flashed" or Modified Firmware
Since the phone was bought used, the previous owner might have manually installed firmware that doesn't match the hardware's original intent, or they may have rooted the device.
If the Knox counter is tripped or the system detects "Custom" software status, official Over-the-Air (OTA) updates are permanently blocked. 3. Stuck Update Services
Sometimes the internal "Software Update" app simply stops communicating correctly with Samsung’s servers. This can happen if the cache is corrupted or if a previous update didn't "finalize" correctly.
