This applies to both Galaxy S and Galaxy Note lineup.

1. Go to settings > search for "Optimise Battery Usage" in the search bar and select the setting.
2. Filter out "All" apps.
3. Search in the new search bar for "biometric".
4. Turn "off" battery optimization for "com.samsung.android.biometric".
5. Enjoy your faster fingerprint sensor.

Note: I heard it from a friend of mine that this works. Let me know if this helped you too.

Very slight improvement with the above method. Along with the above method battery should be kept at medium power saving. Then only the very slight improvement can be noticed. But overall still the fingerprint scanner is slower when compared with other competitors.
