Hello,
One of the good features of Samsung devices and OneUI is that when a device is locked it can't be powered off without the owner of the device putting in their password/pattern/pin, provided they have one set. This is a good security feature because, if at all a device gets misplaced or stolen, the perpetrator cannot switch off the device by force. This greatly helps as phone tracking is still possible.
I recently learnt that even when a device is locked, if the power off and volume down key are long pressed, the password/pattern/pin dialog can be bypassed and the device can still be switched off.
Is this by design for some specific reason? Because if it's not, it's something I think needs to be fixed or atleast should be optional.

This feature is called soft reset. The phone will RESTART & not switched off (sure it will "switch off" but it will turn on back again like a normal restart). It is not like hard/factory reset in which the data is lost. It helps get out of freeze situations, fix minor system/app issues & others where usual troubleshooting does not work.
I also learned online that it's like removing the battery on a removable battery phone when you can't operate the phone like when it is freezed.
Here is the thing: after the phone restart, the phone must be able to re-establish network connection, working GPS & able to be tracked after the temporary "off-state" if not, they need to do something about it.
That was soft reset.
Let's go further where the real issue is: Anyone with a PC, a USB cable, and the Samsung phone, can actually turn off the phone.
Here is how:
1. Connect USB cable to PC & phone.
2. Soft reset the phone.
3. One the screen is black, before it turns on, quickly, hold on power button and volume up button & you will be presented with a menu, called recovery menu after a few seconds when the first boot screen appears.
4. Use the volume buttons to move the highlight & the power button to select.
5. Disconnect USB cable.
6. Select Power Off.
That's how you power off the phone "unofficially".
Then, if you turn on the phone, you won't get to lockscreen but instead, the recovery menu will show again. Use the buttons to navigate & Select Reboot or Reboot system or something similar.
Tried & Tested.
Here is another thing:
Once on that recovery menu, you can factory reset the phone & all data are lost with Wipe data option & FRP lock can easily be bypassed with easily available software.
In my opinion, to answer your question, it should not be by design & need to be fixed.
