On S24 Ultra how do we add portrait effect after clicking a picture?

In S24, open the picture in the gallery app. Now tap the "i" icon on the bottom middle. If your photo supports portrait effects, Background blur option will be displayed. Tap on that..

Kindly try to reset all the settings from the settings >General/ General management> Reset > Reset all settings
