Hi guys, how can I block my notifications panel while the screen is locked? On s24 ultra , I want to turn off bcoz even if my phone is locked, anyone can access the notifications panel ....that why ,

Go to Settings >> Notifications >> Lock screen notifications >> Hide content.

I don't think so, something as you're asking is available.
The way I have said, will show the notifications not the content. So purpose is almost solved.
But if we want to avoid your network settings not to be altered from lock screen then you can follow below steps.
1. Open Settings.
2. Go to Security and privacy.
3. Tap Other security settings (or Secure lock settings, depending on your software version).
4. Authenticate with your PIN/password.
5. Look for the option "Lock network and security" or “Lock network and security settings”.
6. Turn it ON.
