You must have imported this phone from another country.Every country has its own rules for calls to get recorded.

  • Purchased through Amazon India. How to identify as  phone made for other country ? and in India they should not sell this as  call recording restrictions not here. Whom to raise this issue as this phone is costly but required feature not available..

It supposed to be Indian model. Because samsung phones are region restricted. In the box itself they mentioned as Indian SIM only. Check that. Also try to setup language to English (INDIA)

Device from outside of India might not supportcall recording because certain countries don't allow it.

If its Indian model then change the language settings to English (India) and turn off and turn on again. Then check. If it's abroad then change the CSC by updating the software via Odin

When i was using S10 plus there was an option was available for call recording. May be you have purchased phone of another country that's why you are not getting that option.

Out of curiosity, why did you purchase s10+? You know it has reached the end of software support cycle and its almost 4year old device.
