I think he means the way the settings are laid out. Initially when u went to settings, it took up the whole screen. Now when u tap on a specific setting, say Connections for example, the Connection settings appear along with the main set of settings, sort of like 2 tabs on a browser.

This arrangement was in TouchWiz with the large screen devices. So they brought it back.

Exactly. Not sure why they removed it and then brought it back as a " new feature"
