Network issue with s23 ultra

Does anyone know if it's software or hardware issue with s23 ultra. The mobile network is becoming headache it's coming and going and sometime with full network bars showing it says emergency call only. It's not issue with sim and reseting network and even reseting phone isn't helping. Can anyone plz provide with useful ideas and solutions.
