i am not sure about the screen recording that might come with Android 10 update. but you can use it via good lock

Why only GoodLock app..you can use it directly..while taking screenshots, you will find a video icon, click on that and start recording your device screen..

GoodLock-Niceshot is another method and last is game launcher tool..

their is no official announcement regarding that from Samsung, note 9 might get some new features as it will be updated to android 10 but nothing is confirmed at this point.
