My S21 ultra hasn't yet received Android 14

I'm using a galaxy s21 ultra and I live in Dubai but I haven't received any software updates since January 2023. I'm still stuck with Android 13 but in the settings it's saying that my software is upto date. How can install Android 14?

According to Samsung, all s21 series are supposed to get software update. It's mentioned on the list of the devices that are eligible

S21 Ultra has already received One UI 6.0 update in December 2023.
