Galaxy SI wasn't aware of this
But my issue resolution didn't lie there...
It was in network operator selection... auto to manual selection in SIM 2
Which caused mobile data never getting off unless switched off via shortcuts icon.
So I feel it some bug or software issue than that option.. Which I checked as off already via activating developer options as u explained above...
So I wish software developers should look into this issue...
And again many thanks for your valuable reply and response..
Will post more issues for camera focusing issue in 64MP mode only.... And would love ur suggestions to improvise my camera working. 😊 👍

I spent some more head and found it smwhere lying in mobile networks..
Where instead of automatic network selection... manual was on in second sim.. . And that is actually a bug need to be addressed by software developer..
Why I has made my mobile data always On.. When only network selection was made manual...

Check device network mode settings
Please follow the below steps.
Step1: Navigate to apps screen and tap on Settings.
Step2: Tap on Connections.
Step3: Tap on Mobile networks.
Step4: Tap on network mode SIM1 or SIM2.
Step5: Select network mode.
Note: We recommend to set device network mode as LTE/3G/2G (auto connect) mode.
Check network operator settings
Kindly set device network operator as "Automatically".
Please follow the below steps.
Step1: Navigate to apps screen and tap on Settings.
Step2: Tap on Connections.
Step3: Tap on Mobile networks.
Step4: Tap on Network operators.
Step5: Select automatically.
Note: We recommend to set device network operators as LTE/3G/2G (auto connect) mode.
Step6: Tap on OK.
Step7: Registered on network.
