It's not a wallpaper it's a charging animation.
There is an app in Apple app store called "Charging Play" to get this charging animation.
Besides it's not for android/Samsung.

"True amps" for Android but all the best and cool looking animations are in premium paid version of that app.
You can find it in Play Store.
