Is Qihoo 360 (Chinese company) found in Device Care malicious app?

I came accros an atricle which states that "the storage scanner in the Device Care section is made by a super shady Chinese data-mining/antivirus company called Qihoo 360. It comes pre-installed on our Samsung devices which communicates with Chinese servers and you can not remove it."

Please someone find the truth about this article.

I guess it has been removed from play store

and it will be removed soon from Galaxy store.
