When the phone stole, the first thing thieves do is turn off the phone to disable some services of the phone so that phone can'tbe track, if password would require to turn off the phone then this problem can be prevented.
Of course when the phone is locked, Phone can never know it's the owner or someone else who is using it right now. So those features will only work when phone is locked.
