When the mobile switch is off, the password / pattern should be asked that if it is on, it will not be able to switch off, meanwhile we can trace the lost mobile till then.

I am not getting Properly ?? But if you are asking that Phone shouldn't be Switched Off by Pressing the Power Off button in lock Condition without Entering the Security Credentials (Pin/Password/Pattern/Fingerprint Scan etc.)...Then Yes this Feature is there with almost all Samsung's Handsets...And if anything different from this you want to know then kindly Explain...

Are you confused about your requirements & improvement?
You can say there should be required a pin or pass fro hard reset by keys. It uses Pin after hard reset by keys. Should be first.

its already available you can can not switch off the mobile with out PIN / Pattern when its locked.

go to settings > biometrics and security > other security settings > data protection
