I'm in sri Lanka will i get the one UI 8 beta update in my s25 ultra that I got from Dubai but know I'm in sri Lanka

Sadly, no, your device belongs to Dubai. Dubai is not on the beta availability regions. So, you do not receive the beta update.

No. I am also a S25 Ultra user. You can only get the beta if you are in USA, Korea, Germany. Also the phone should support these countries. No we need to wait till the stable update to install it.

I had a similar question and came across the official announcement right now:

Seems like it's available on the following:

"Galaxy S25, S25+ and S25 Ultra in Germany, Korea, the United Kingdom and the United States"
