I had bought an S8 from UAE and using it in India Bixby not working please help

My Sister purchased an S8 from UAE for me and I am Using it in India.I haven't received a single software/security Update since Today I got the Bixby Update and the Voice Set up direct me to the software Update icon and it says it is running the latest version which is only upto May Security patch.I can't activate Bixby Voice what should I do Samsung is a waste😑
