Hello, is there any in built way to use volume buttons to change tracks while the screen is locked. I'm using S23.

There is No Inbuilt Option But You Can Change It From Good Lock.
Download Good Lock From Galaxy Store→Download Sound Assistant→Now Swipe Up And Go To Media Key Shortcut→Turn on {Control Music with Volume Key}.
