I live in Russia, my phone was brought from the United Arab Emirates, I can’t change the Samsung Pay region to Russia. Because of this, I have to switch to Google Pay. For him, this is not a problem !!!! How so ?? Fix it at last !!!

can't change this one, meet samsung care, but one thing is good that you are able to register your ATM card in your country, first register your ATM card.

If yours is model number SM-G975F/DS, it should change region automatically when you factory reset the phone with your local SIM card inside it, as it's the global version.
Well, unless it's SIM/network locked to carrier in UAE, which is unlikely as it's not the practice there.
