How do you draw shapes on a picture?

I have a Galaxy device and would like to draw a circle on a picture, to highlight that portion. I also want to change the color to highlight different things. How do I do this?

colour of the circle you can't in builtin photo editor.....for that you have to find any 3rd party editor
