Galaxy SThat does sound annoying. If your S21 Ultra only lets you use the 5 GHz hotspot after a restart, it could be a software glitch. A few things you can try:
1. Reset network settings → Settings → General management → Reset → Reset network settings. (This won’t delete personal data, just Wi-Fi/Bluetooth/mobile settings).
2. Clear system cache → Power off → hold Volume Up + Power → release at Samsung logo → choose Wipe cache partition.
3. Change hotspot band manually → Settings → Connections → Mobile Hotspot and Tethering → Mobile Hotspot → Configure → Band → set to 5 GHz only.
4. Safe Mode Test → Restart in Safe Mode and try enabling 5 GHz hotspot. If it works fine, a third-party app may be interfering.
5. If none of that helps, I’d recommend sending an error report right after the issue occurs (Samsung Members → Support → Error reports). This will help Samsung’s software team check the logs and fix it in an upcoming update.
Hopefully a patch sorts it out soon.

1. Settings > Software update > Download and install > Download > Install now.
2. Go to the Settings => select Device Care =>Optimize now.
3. Settings > General management > Reset > Reset network settings > Reset settings > Reset.
4. Run a diagnosis test via Member app :
Download Samsung member app from Galaxy store then open the app => diagnosis => Phone diagnosis.
