Galaxy s21 ultra not able to record calls

My dad has a s21 ultra samsung and is doesn't have the option to record calls. After some research i found out that call recording is not allowed on some countries, but it is allowed here and my s21+ can record calls.

I tried clicking the three dots on the corner in the phone app but still the option is not there (see screenshot)
