Today i received G965FXXS2BRJ6 (November 2018 Security patch) for India on S9 Plus. I have update through Smart Switch.

I think its the whole os (which ur cellphone currently has) + security patch combined. May be due to glitch instead of secirity patch its notifying u to download the entire package. Better wait for the ota, or download it if u have large data to spare.
