there's a law before which states that u can register one device free on passport if u r overseas pakistani
but now this law is revoked and u have to pay less if u r overseas pakistani but u have to pay for registration

40392 rupay on CNIC and 31520 on passport. You CAN NOT register one device for free anymore. There is no way around it except to root your device and compromise your phone's security and so many more features.
