So, first of all it is not going to release worldwide, only samsung s9 and s9 plus users in Germany,Usa,india,korea and uk will allowed to take a part in beta testing. Other thing is that beta testing is only available for s9 and s9 plus even people having note 9 won't be a part of it. So with that we know we are not going to get beta update in UAE. The release date for beta program is 15th november and we will get the official pie update on januray 2019. One thing i will try once beta releases and that is installing the firmware of countries where beta is available manually and then i will see that i can be a part of it thats the only chance or way i guess we have to get beta testing by installing the firmware manually and yet i have to try it by myself not 100% sure it works.
