Disable power off option

Is there any option to disable power off option from being accessed when the phone is locked?

Settings >Lock screen >Secure lock settings > Lock network and security.
Enable it and device will asks pin/password to switch off, restart etc when phone is locked.

Yes, it is. It will also prevent from turning off location and mobile data when locked without authentication.
