if you have a dual sim inserted the rcs registers a single one only and rcs tries to work with the sim you have on default mobile data setting i faced this problem a week ago this was cause my rcs was registered by sim 1 and i use mobile data on sim 2 so to use rcs i had to switch back to sim 1 and turn it off if want to use on wifi or carry on with mobile data

on both apps samsung app and google but i prefer google cause its faster
