I wanted to know if it is safe to use Sa 45W charger for charging S21 plus

There is no point as S21 series maximum charging capacity is only upto 25watt, so it will charge your device at max speed of 25watt.

safe but output will be same as , so if you charge thinking it will fast charge then no use of it other than that you cqn use it
