Certain frames in a video are blurry

Hi Team,

I am using a Samsung S9 phone. If a video has a fast moving scene like a dance or fight or a soccer game, those part looks blurry. Other scenes of the same video is good. I am seeing this in OTT and on whatsapp videos.

Any advise please to resolve?

Thanks Team. Its not an error though..its an user experience issue or a issue with settings or refresh rate..not sure..let me follow the path mentioned. Thanks!!
