Camera issue in Stable UI 3

Every time when I'm taking pictures image is taking time in refining picture.

Go to device care and check camera background data usage, also clear cahe/data of camera app

Should i allow or disallow background data usage

Allow, for camera app..plus clear camera app cache/data

Already allowed and cleared Cache /data but still issue is same
