Galaxy SMake sure you're not in Live Focus or Video Mode.
I hope it solves your problem. If not then try resetting camera app by clearing data and cache of camera app.

Or else he's using Note 20 series. Maybe that feature is available in series Note 20 and above.
Mine Note 9 also doesn't have that feature.
