In many countries call recording is disabled due to security issues as per Govt like in US and UAE. You can get it enabled by tweaking the Os which will be done by most mobile repair shops. But I have a doubt if warranty will be void if you get it done as Samsung monitors suspicious activities through their Knox. Many 3rd party apps are available in Playstore and most require either one time payment or subscription to work properly but not like Samsungs. Also keep in mind that most of these apps bring a voice promt to recipient that call is recording.
It's Not Available In Your Device Because The Device Is According To USA Laws And USA Government Don't Allows Call Recording. To Record Call You Will Have To Download Third party App.
