What is your phone csc? Because this may occur due to CSC differentiation.

Due to legal restrictions, the call recording feature on Samsung devices is not available in all regions. As a example the CSC (Country Specific Code) for Saudi Arabia (KSA) is a region where the feature may be disabled by default. This is often the case for many countries in the Middle East and Europe. So what's your CSC ?
