I just want to ask when samsung S series giving bookeh effect.

Not sure about S8, but S9, S10+, Note 9, Note 10 all give bokeh effect.

yes galaxy s10 , 10 plus ,note 10 plus ,note 10 will give excellent bokeh effect here is an example from my note 10 plus ALHEMDU LILLAH
