Bluetooth volume muting

I have tried searching for my particular issue with no success though I'm sure I'm not the only one. My galaxy S10 is on Android 11 and my Bluetooth (galaxy Buds) volume keeps turning all the way down. Like, I'll put my earbud in, listen for a bit, pause and take it out, when I put it back in and hit play my volume will reduce all the way to zero but only after playing sound for a second. this also happens when connected to the Bluetooth in my car.

 

I've tried disabling absolute volume but that did not correct the issue and just made it so my Bluetooth volume sounded too low even at max. Any ideas for something else to try or even a point in the right direction would be great.

 

I have tried:

rebooting my phone (multiple times now)

Disabling absolute volume

Disabling (never was enabled) Adapt sound

Enabling Adapt sound

I also don't have any available updates I haven't installed
