I am unable to backup data over wifi on samsung cloud. Whenever I tap on backup or restore, it says"Can't backup...".
How can I change that in settings?

do one thing go to your wifi settings >advance > click on metered network >set as "unmeterd" and then try it will work😊

Try connecting to pure WiFi network or else the option provided by @Ehsank
