I don't usually use vibrate with sound function for calls and notifications. I only need vibration along with sound when the phone is in my pocket. But I couldn't find an option that does this.
There's already an accidental touch preventing option that ignores touches when in pocket. So I think this is possible.
If its not please add the 'vibrate while ringing' setting to bixby routines. So I could add a routine that turns it on when I leave home.
