Post stable Android 13 update the Android system intelligence app cannot be updated on s22 ultra,it's shows your device is no longer compatible, secondly the Google Play system updates is stuck at July month(if factory reset done post update),anyone has clue what's going on?

I have already flashed the entire 8.5gb full rom but still same issue

I have already Reset, Update Phone with Authorized Samsung Service Center But Still Google Play System Update Showing July 1 2022.
People who was on One UI 5.0 Beta Programe are stuck in July Update of Google Play System Update.

I never was on beta,i just did a factory reset post stable update and it rolled back to July update plus Android system intelligence app is showing as not compatible
