Actually what he has mentioned is correct. But instead of mentioning 12 & 13, he has mentioned 13 & 14.
Samsung offers 3 years of OS updates, so launched with 11, then 2 more updates are eligible. Check the attached screenshot where the support team has clarified.

Launch version is not considered as update bro any where don't get confused by asking support people they don't have clarity. For eg. See a53 launched with 12 and said 4 updated it goes till 16 I.e, 13,14,15,16 where 12 is considered here similarly s20fe 5g launched with 11 in India so 3 updates I.e, 12,13,14.
