1) Google said its BETA would be released.
2) He asked when will Samsung launch it and by that he meant One UI 4.x, not that when Google will launch..

Beta is released in Nov mid to end every year.

As samsung updates in now days are way better compared to previous even in some case they are going faster, they may plan something different this time once stable android 12 gets released by a month of time we can expect oneui 4x. Its just my perception

Not going to get before nov or dec. Pixel 6 will launch in october after that other devices will get android 12
