Today (12-12-2023) got the software update of my S23 Ultra with December 2023 security patches. 

Go check and update. Thanks

Edit : Samsung has again missed to add VoNR feature in this update. How shameful.

First, check whether your network operator supports it or not? If it doesn't support, then what's the use? As far as I know, the VONR isn't fully functional.
