okk friends i have a fix for this issue i also have samsung on max i faced this issue but i fix it just follow my instructions #1-if your google app is updated then downgrade it because the latest version of google app has this bug downgrade the google app
#2 go to settings>apps>google>storage>manage storage>clean all data
#3> hold your home button to open google assistant follow instruction add your voice
follow these instructions and you will able to add your voice in google assistant just dont update your google app old version of google app is bug free
