Yes Samsung Galaxy On Max or Samsung Galaxy J7 Max will get the Pie upgrade though it has mediatek processor. Samsung Customer care confirmed it. Every Samsung midrange devices will get 2 major OS upgrades. So if the device was launched with Android Nougat then it will get the Pie upgrade. The device will get it very late as it got the Oreo upgrade on February 2019.But it will get the Pie upgrade. Mediatek processor does not matter. So you have to wait for some time. They also said that as the developer team is working on it, the devices will get the Pie upgrade directly after July 2019 security patch update. So don't worry about it. Because we had got the security patch update. I guess it will get the upgrade before March 2020.

Sorry but it was old comment. As of now On Max will get updates whenever it's necessary.

I am using two models. One is Samsung Galaxy On Nxt and another one is Samsung Galaxy On Max.I think Samsung Galaxy On Nxt will not get any more android upgrades as it has already got 2 OS upgrades. But if Samsung Galaxy A7 2017 if got 3 major OS upgrades then On Nxt also get the Pie upgrade. On the other hand I am sure that Samsung Galaxy On Max will get the Pie upgrade as per Samsung Customer Care told me. The upgrade is in progress. So wait till March 2020.
